What exactly do you mean by this? Aarch32 is backwards compatible with Aarch64 and should just work. Maybe you are missing support in your kernel for 32-bit ELO?

Or its possible you're thinking of needing a multi{arch,lib} setup for funtoo which is not available for any arch ATM. Options are setting up a chroot environment, qemu/kvm/vm, or containers ( LXC, LXD, docker ).
