Why does emerge want to downgrade my glibc?

Question

My system (the same one referred to in my thread "broken emerge" on this board) has glibc-2.20 installed. Today 'emerge -uDNav @world' wants to downgrade it to glibc-2.19. Why?

Here's the full output:

These are the packages that would be merged, in order:

[ebuild     UD ] sys-libs/glibc-2.19:2.2 [2.20:2.2] USE="(multilib) -debug -gd (-hardened) -nscd -profile (-selinux) -suid -systemtap -vanilla" 11,879 kB

[ebuild     U  ] dev-libs/libassuan-2.2.1 [2.2.0] USE="-static-libs" 530 kB
