Why does emerge want to downgrade my glibc?

My system (the same one referred to in my thread "broken emerge" on this board) has glibc-2.20 installed. Today 'emerge -uDNav @world' wants to downgrade it to glibc-2.19. Why?

Okay I tried to update again today and it seems to be resolved, the new glibc being merged is an upgrade not a downgrade.
