Why does emerge want to downgrade my glibc?

My system (the same one referred to in my thread "broken emerge" on this board) has glibc-2.20 installed. Today 'emerge -uDNav @world' wants to downgrade it to glibc-2.19. Why?

Here's the full output:

These are the packages that would be merged, in order:

Calculating dependencies... done!

[ebuild     UD ] sys-libs/glibc-2.19:2.2 [2.20:2.2] USE="(multilib) -debug -gd (-hardened) -nscd -profile (-selinux) -suid -systemtap -vanilla" 11,879 kB

[ebuild     U  ] dev-libs/libassuan-2.2.1 [2.2.0] USE="-static-libs" 530 kB

[ebuild     U  ] sys-devel/autoconf-2.69-r1:2.5 [2.69:2.5] USE="-emacs (-multislot)" 0 kB

[ebuild  NS    ] sys-devel/automake-1.15:1.15 [1.13.4:1.13, 1.14.1:1.14] 1,462 kB

[ebuild  N     ] net-dialup/ppp-scripts-0  2 kB

Total: 7 packages (4 upgrades, 1 downgrade, 1 new, 1 in new slot), Size of downloads: 14,393 kB

Would you like to merge these packages? [Yes/No]
