hibernate fails and says "/bin/echo: write error: Device or resource busy"

Question

I've had this problem since kernel 4.4.0 so it could be regression but it is also present in 4.4.0-r1. I've found quite a few old posts around on google about it but no solutions. This is all with hibernate-script.

 

I can hibernate-ram but when I hibernate the screen goes black with the flashing cursor, as expected, but then comes back with this message:

I'm not sure how to find out what is the root cause of this though, I know it says that a task fails to stop but which task and why?
