Revert to the original patch file portage is expecting. Fetch procps-3.3.11-remove_Unix98_output_limits.patch and place it in the /usr/portage/distfiles folder.

I did some search's with google,yahoo,and bing for content on the https://www.reddit.com/r/funtoo/and got no results from there. If search bots can't completely index the content I give using reddit a thumbs down. When forums.funtoo.org is removed will the content be archived and kept online?

I'm not sure where default PORTDIR_OVERLAY is set. If you have it set in /etc/portage/make.conf comment it out.
