LXQT is considered to be beta software. I think that would explain why it's masked on your stable system.
In most cases, packages are masked because of one or more of these reasons:
- Alpha/beta.
- Known bugs in packages.
- Doesn't have builds for all architectures.
- Proprietary licensing.

From using both Gentoo and Funtoo I would say that Funtoo has more innovation, and it's more practical. There are these small differences, like management of kernel, grub and such that makes it better. Gives you more time with the rest of the system. I feel that Funtoo is Gentoo without some of the some unnecessary hardships.
This is why I use Funtoo, and not Gentoo.

Local service is the very last thing to start. You'd just need to create a file with .start as the extension in /etc/local.d/ like eset.start, then put a start up command in it like `/etc/init.d.eset start` or whatever your script is.

Local is the last service started - after all other services. If you don't want to start it manually, that's the way to start it.
I guess one could use a cron job, but I think it would have to have logic to check it's status and ignore or start based on the status.
Why don't you want to use the init script?

Sounds like a question for ESET support. There should be some sort of init script for eset. Don't know if it has an openrc compatible init script. If it doesn't then you could probably use the /etc/local.d directory to store custom eset.start and eset.stop files.

you mask the build that's running and newer then emerge the package....
ex:
echo ">=x11-drivers/nvidia-drivers-349.12" >> /etc/portage/package.mask
emerge nvidia-drivers
you would get nvidia-drivers-346.47 ;-)

at-most-one-of ( gstreamer ffmpeg )
and so as you can see either gstreamer or ffmpeg stays, 1 or the other.....
to disable gstreamer:
echo "app-misc/tracker -gstreamer" >> /etc/portage/package.use
to disable ffmpeg:
echo "app-misc/tracker -ffmpeg" >> /etc/portage/package.use

Then for You may be a good idea ta add ffmpeg in "Global use flags" and the others in "local Use Flags" ?
Also gstreamer is a Global Use; in my make.conf there are both enabled globally. And my system is coerent.
