4.6.4 is okay, but if you've got a 2-year old amd processor (bdver2), gcc 4.8 is *really* useful to have!
I've noticed that upstream has gcc4.8.1 already around... and when I unmask it, only 4.8.0 is available?
I thought we had our tree syncing to upstream every 12 hours. what's going on here?

I think that the syncing interval may have been increased. Where do you need gcc 4.8 so badly? What is the difference between 4.8.0 and 4.8.1 that bothers you?
gcc is a forked package so it doesn't get updated everytime upstream adds a new version. If you need a newer version than what is in the tree, the proper procedure is to open a bug at bugs.funtoo.org and give a reason as to why you need it.
