I am trying to emerge network manager on a new install.
Here's what I get:

What do I do to get networkmanager to emerge?

This tells the story:
The following REQUIRED_USE flag constraints are unsatisfied: exactly-one-of ( nss gnutls )
You must enable one of those (but not both!) in either: /etc/portage/make.conf or /etc/portage/package.use or /etc/portage/package.use/networkmanager.use (depending on how YOU do it.) It looks like you have both of them in use flags somewhere so in that case put -nss or -gnutls in the file.
You can also do this to emerge it: USE="<whichever one you use, nss or gnutls> -<whichever one you won't use>" emerge networkmanager. But not a good idea, it's a one time deal, you'll forget in a few days & have to deal with it again.
I have reported the bug.
I took out of USE in make.conf, any reference to nss or gntuls. I added "-webkit -libproxy minizip ogg vorbis" to USE in make.conf.
It seems to be installing okay now. There are 153 packages to install. I will let you know if and when the install runs to completion.
